　　獲得英國綠卡的優點

　　從2003年1月28日起，英國內政部改革現行移民制度，借鑑美國和加拿大的有關制度和“綠卡”體系，推行高技術移民政策。這是30年來，英國首次對外開放它的移民政策。這項政策實施後，將有大量的技術移民能夠合法來英工作。相對於美國、加拿大、澳洲和紐西蘭來說，英國移民政策要簡單、寬鬆和快速的多。目前，英國對高技術移民的年齡、職業類別和英語水平並沒有任何限制，只要符合條件，任何人都可以申請全家移民到英國。

　　由於剛剛開始辦理，知道的人很少，一般移民申請在一個半月左右即可獲得批准。在取得移民資格後，新移民可以英國自由的尋找工作或創辦企業，四年後，他們會成為擁有英國永久居留權的居民，第五年時即可申請英國護照，成為英國公民。

　　英政府改革現行移民制度主要有兩個目的，一是解決英國技術勞工的短缺問題，二是通過開闢合法移民渠道，讓那些以進行非法移民活動牟取暴利的國際人口走私集團失去“市場”。

　　英國在不少領域都面臨著勞動力不足的問題。有些帶有普遍性，如公立醫院缺少醫生和護理人員、中小學普遍缺老師、製造業和零售業缺少工人和服務人員;有些問題是區域性的，如倫敦及英國東南部地區特別缺乏IT人才;還有的問題帶有季節性，比如在農忙季節英國不少農場都僱不到足夠的人手採摘果實。新移民政策將與國內經濟需求掛鉤，為那些想在英國找工作或創業的人提供一條由政府控制的合法途徑。

　　按照美國式的“綠卡”制度，符合條件的申請人在英國工作四年後會成為擁有英國永久居留權的居民。30年來，英國的合法移民只包括那些在英國有親屬或配偶的人和至少擁有25萬英鎊資產並在英國投資興業的人。除了歐盟國家以外，其它地區的普通申請者很難合法地進入英國。於是一些人口走私團伙乘虛而入，大肆組織偷渡活動，向英國祕密輸入非法勞工並從中漁利。

　　英國《衛報》曾就移民和“避難”政策問題作過一次民意調查。調查結果顯示，英國公眾大部分都支援政府推行新的移民政策，允許一定數量的技術移民進入英國。英國工商界也對“綠卡”制度表示歡迎，這樣僱主們就可以直接在一批“現成”的合法外來移民中選擇所需的人才了。英輿論認為，開放的移民政策不僅有利於英國吸引海外人才，也可以緩解因人口老齡化而導致的國家稅收和社會福利問題。英《每日電訊報》的一篇文章稱，英國每年需要引進100萬移民才能維持一定的社會福利水平，否則下一代人的退休年齡就得推遲到75歲。所以，英國“綠卡”不僅和那些想到英國工作的外國人有關，同時也與英國普通百姓的生活密切相關。

　　和美國相比，英國非法勞工人數與合法移民人數之間的比例嚴重失調。英國平均每年批准7.3萬左右申請人為合法移民。但去年一年有近10萬人申請“避難”，其中大部分都是非法入境者;美國目前有近1600萬移民就業，其中500萬屬於非法勞工。實行“綠卡”計劃後，英合法移民人數在近幾年內將有所上升。

　　獲得英國綠卡的權利

　　The UK government operates a programme to allow individuals to seek entry to work in the United Kingdom without having a prior offer of employment.

　　The HSMP aims to provide an individual route for highly skilled persons who have the skills and experience required by the United Kingdom to compete in the global economy.

　　For a successful application you will need to provide evidence that you score 75 points or more in the categories set out below and demonstrate that you will be able to continue your career in the United Kingdom. Please note that you do not have to score points in all categories to qualify under the programme, as long as you score at total of at least 75 points. You will need to show that you can support yourself and your family in the UK without using public funds during your stay. Please note that this is a requirement for both entry and extension of stay under HSMP.

　　10 years work experience in a graduate level job including senior or specialist level work experience for 5 years - 50 points

　　To my understanding, 如果找不到工作，但如果你有economic activity也可能獲得Leave to Remain for the next 3 years; not very sure.

　　其實HSMP跟我們通常理解的加拿大等國的移民不是一個概念。首先你在英國必須找到***職位需要degree的***工作，labour 不算。如果第一年你成功，則再給你三年，這樣第四年下來你才可得到"綠卡"。個人認為，非常challenging, 尤其是第一年。而在加拿大，你一蹋上她的土地，你就享有與公民差不多的權利***當然還有義務***。

　　我是學計算機的，不過我現在用SAS***programming***. 工作沒搞定, 寄希望到UK 後找, 今天剛剛發了幾個CV. 心理也沒低，主要是English 語言, 我這行對語言要求高。實在不行自某職業了，開個公司, 搞點軟體開發, 服務什麼的。

　　我沒通過中介，全自己辦。要想找中介，就找英國的, 既專業，化錢也少, 資訊還快, 也準。無非就是諮詢諮詢需要準備什麼材料。英國諮詢公司要價75 pound, 而國內的，要將近3000$ ***約25,000RMB***, 相差25倍。現在網路這麼發達，沒必要找中介公司。

　　辦理HSMP很快，我的case用了18天，從郵材料到收到approval, 包括國內到UK的來回的郵寄時間。要求提供英語能力的證明，我提供了兩年前的Ielts, 不高，5.5, 不過我還提供了其它證明英語能力的材料。Toefle 也行，什麼都行，只要你證明你的英語能力可以在英國從事你的職業。推薦信也行, 但要真實可信。
